Cognito Forms' privacy policy states that its servers and data sit in geo-redundant datacenters in the United States, and that by using the service you consent to your information being transferred and processed there. Where that consent is not yours to give, the product is not a viable option.

If your data can lawfully be stored in the United States and you are comfortable self-serving, Cognito Forms is a capable product at a lower price.
